SASO And SABER Certificate

Certificate of Conformity for Exports to Saudi Arabia
As part of the national transformation programme 2020 and 2030 vision of the Kingdom of Saudi Arabia, SASO has designed the Saudi Product Safety Programme, also known as SALEEM. The objective of this programme is to ensure that the quality and safety regulations of Saudi Arabia are met and that imported products comply with Saudi standards and the Technical Regulations developed by SASO; thereby protecting the health and safety of consumers, as well as the environment, from the risk of substandard, counterfeit and potentially dangerous goods.
To ensure the compliance to the applicable standards of all regulated products imported into the Kingdom of Saudi Arabia. Our mandate consists in undertaking conformity assessment activities for importers and exporters and issuing relevant Certificates in SABER platform for regulated products that comply with Saudi requirements. SABER is the portal where importers have to register their products to be imported and provide all necessary information related to the product and shipment. A Product Certificate of Conformity (PCOC) will then be issued for every regulated product.
All shipments of regulated products going into Saudi Arabia must be accompanied by a Shipment Certificate of Conformity (SCOC), which is mandatory for import clearance. In the absence of a valid SCOC at Customs, concerned products will be refused at destination.
Regulated Products
The products covered by the Technical Regulations are referred to as Regulated Products. Hereafter is an extract of regulated products subject to the Saudi Product Safety Programme:
Building materials
Textile
Electrical and electronics products

Saudi Arabia Conformity Assessment Process
Leno is a trusted partner to the Saudi Arabian government. Our mandate includes one or a combination of the following: product verification, documentation review, consignment inspection, sampling, testing of goods at accredited laboratories, sealing of full-load containers when required, factory audits and delivery of Product Certificate of Conformity (PCOC) as well as issuance of Shipment Certificate of Conformity (SCOC).
To assess the conformity of a shipment, the verification of conformity process follows two steps:
1. Product Certificate of Conformity (PCOC)
This document is required to demonstrate that the products have been registered within SABER and are complaint with applicable Technical Regulations. It is the importer’s responsibility to initiate the process of obtaining a PCOC.
For products not regulated by Saudi Arabia TR, self-declaration according to the approved forms by SASO shall be sufficient, Type Approval Certificates are not needed.
2. Shipment Certificate of Conformity (SCOC)
This document cannot be obtained if the PCOC registration has not been completed. An SCOC is required for Customs clearance for each shipment. It is the importer’s responsibility to initiate the process of obtaining an SCOC.
